“Create Action” should be keyboard navigable. It seems that since TAB is tied to shortcuts, you cannot tab between fields. Neither Enter nor CTRL-Enter submit the action. At least one of them should.
In the create action screen, I don’t think the TAB shortcuts have any meaning, so it would be better do just disable that functionality on the create action so you can tab between fields normally.
